As the administrative leader of the City of Brampton’s 6,000 employees with an operating budget of $750 million, he delivered tangible results while navigating the public health emergency of Covid-19. He steered Community Services, Legislative Services, Corporate Services, Public Works & Engineering, Transit, Planning & Economic Development, Fire & Emergency Services, Stakeholder relations, etc., inclusive of the many business units. He also served as Acting Commissioner of Corporate Services providing leadership to IT and Acting Commissioner of Legislative Services.

As Interim CAO and Senior Director, David answered to 15 members of the Board of Directors, who represented 14 municipalities. He administered a multi-million dollar Operation and Capital budget, and managed the funds as outlined by the Board’s Strategic Plan. David oversaw many different operations in his position: Finance, Human Resources, Strategic Projects, Procurement, IT, GIS, Legal, Ecology, Communications and Community Engagement, Park Superintendents, Project Managers, Compliance and Planning.
Niagara Regional Councillor | Regional Municipality of Niagara, Thorold, ON
2010-2018
As Niagara Regional Councillor of the Regional Municipality of Niagara, David directed a $1 billion budget to confront a variety of issues and delivered effective and responsible decisions while in office. He maintained policy transparency and cultivated strong collaboration with 31 Regional and City Councillors from 12 municipalities. He served in a number of other capacities during his tenure, including: Chair on the Corporate Services Standing Committee; Vice-Chair on the Integrated Community Planning Committee; Board Member on the Chair Budget Review Committee; Board Member on the Audit Committee; and Board Member of Niagara Regional Housing.
City Councillor and Deputy-Mayor | City of Port Colborne, Port Colborne, ON
2006-2010
As City Councillor and Deputy-Mayor of the City of Port Colborne, David used effective government management and administrative duties in the approval of a $35 million Community Centre (the Vale Centre). While representing constituents and building partnerships with the local community, he also served on multiple Boards and Committees, including: Vice-Chair of Finance Committee, Chair of Environmental Advisory Committee (which he founded) and member of the Economic Development Corporation.
